F-35 Campus East Side Master Plan – Hill Air Force Base, Utah

MOCA Systems, Inc. (MSI) led a comprehensive master planning effort for the 570,374 SF
F-35 East Side Campus at Hill Air Force Base under the AFCEC AE13DCS West contract. The project included a full range of planning services to support the phased expansion of critical F-35 infrastructure while meeting current UFC and UFGS standards.

MSI’s team developed three phased area development scenarios that considered the complex relocation of the TACAN facility, utility rerouting, and airfield operations. Final recommendations were informed by an in-depth wind study to assess facility placement impacts on runway performance and operations.

The scope included planning for a Composite Aircraft Facility, Maintenance Facility, Canopy Repair Facility, and new apron extension. MSI also addressed supporting infrastructure such as upgraded utility corridors, stormwater systems, and the rerouting of Foulis Road.

A key challenge was aligning diverse stakeholder needs while maintaining operational efficiency and future expansion potential. MSI facilitated an intensive four-day planning charrette and applied its Early Project Definition & Alignment (EPD&A) process to prioritize stakeholder goals and optimize campus layout.

The final master plan provided AFCEC with a phased, cost-effective, and operationally resilient roadmap to support F-35 mission growth and Congressional funding requests.
