Mexico Beach Civic Center Cost Estimating Support 

Following the devastation caused by Hurricane Michael in October 2018, MOCA Services provided detailed construction cost estimating services for the proposed reconstruction of the Mexico Beach Civic Center. The project involved the development of two parametric cost estimates for the replacement facility. 

Both estimates focused on the building structure only, excluding site work and utilities, and addressed significant resiliency and code compliance factors. The new facility was designed to meet FEMA 361 Safe Room Standards to accommodate up to 51 essential personnel, with structural requirements upgraded to withstand 186 MPH wind speeds per Miami-Dade code standards (FBC 2020). 

Key building features included: 

  • Reinforced concrete pile foundations with grade beams 
  • Filled CMU exterior walls with brick veneer 
  • 12-inch hollow core concrete roof deck 
  • Steel roof trusses with standing seam metal roofing 
  • Interior metal stud partitions 
  • Full suite of MEP systems, including: 
  • Emergency power 
  • Water storage (50-gallon potable and 75-gallon waste tanks) 
  • Fire protection systems 

MOCA’s scope also accounted for demolition debris disposal, escalation, area cost factors, contractor markups, and tax considerations.  

Through this engagement, MOCA supported Mexico Beach’s long-term recovery by ensuring accurate, code-compliant cost planning for resilient civic infrastructure.
