
U.S. Army Corps of Engineers (USACE) – Kansas City District: Fort Riley Air Traffic Control Tower
The MOCA Services team provided comprehensive cost estimating support for the Air Traffic Control Tower project at Fort Riley, Kansas, ensuring accurate financial planning throughout the design and construction phases. This effort included attending project charrettes, preparing a parametric construction cost estimate to support the site visit report, and developing detailed cost estimates to accompany design submittals. Additionally, the team prepared a high-level construction schedule for each submittal to facilitate project execution.
The project scope involved the construction of an 11,290-square-foot Air Traffic Control Tower equipped with Radar Approach Control Facility (RACF), special foundation conditions, redundant power, EMCS/IDS/CCTV systems, cybersecurity measures, and anti-terrorism features. A Contractor Manpower Reporting Application (CMRA) was also included as part of the base bid. Supporting facilities involved the demolition of a 2,000-square-foot building, site development, utility installations, lighting, curb and gutter work, storm drainage, and incidental paving. The project also included optional components, such as furnishings and security fencing.
This Air Traffic Control Tower serves as a critical infrastructure investment, providing essential air traffic control services to Marshall Army Airfield and the Fort Riley Military Operations Area. It directly supports the readiness and deployment operations of a Combat Aviation Brigade, reinforcing the military’s ability to operate efficiently and safely within the region.
