Owner’s Representative
As an Owner’s Representative, we represent you and are 100% committed to supporting you as program and project managers. We provide a broad range of program and project management services throughout the project to include project initiation, pre-design, design, construction and transition, occupancy, and warranty services.
When issues arise, we focus on protecting and looking out for the well-being of you and your project. Our Owner’s Representative service will reduce costs, maintain the schedule, minimize change orders, and ensure your expectations are met.
Cost Management
Cost management comprises project assessment and evaluation, projecting specific project cost estimates, and evaluating previous or past project data. At MOCA Services, we deliver cost management services efficiently and accurately. We realize that effective cost management is a team responsibility, whereby all team members are continuously aware of the overall financial status of a project. From project inception to completion, MOCA Services’ involvement does not cease until the team completes the final execution of the project.
Schedule Management
Schedule management requires the establishment of policies, procedures, and documentation for developing, managing, maintaining, and controlling project schedules. Our team understands this methodology and has developed the appropriate tools and models to measure, gauge, adjust, and report on activities and the associated variances within the scope of complex projects.
Planning and Programming
Because the goal of our facility planning and programming professionals is to understand our client’s project objectives, we use a “Quick Start Plan” to establish preliminary project scope, phasing, budget, and schedule. The “Quick Start Plan” is designed around the development of highly intensive and collaborative workshops that help stakeholders identify their needs and items that they care about most. These focused workshops reveal the crucial programming and design elements that make a project successful.

Better decisions are made when there is a quick, simple, and effective way to inventory, estimate, track, and report facility deficiencies. MOCAPlan®, a web-based software product, provides clear, understandable, and visible information that can help justify requests for funding and become the foundation for a capital renewal program. The information is organized for better visibility into your capital program.

MOCA911 eliminates project risks with interdisciplinary expertise in Owner’s Representation, Cost Estimating, Program and Project Management, Facilities Condition Assessment, Production Planning, Guided Collaboration, and more.
MOCA911 draws on MSI’s two decades of experience in risk reduction services for mission-critical projects with US Defense and Intelligence agencies, plus numerous State and Local governments, and now brings these “MIL-SPEC” skills to large commercial projects. MOCA911 is a force multiplier for owners’ finance and risk managers, helping them identify and resolve issues with planning, scheduling, budgeting, execution, stakeholder cooperation, and scope fulfillment that can affect even the most well-managed projects.

Minnesota State Capitol
The State of Minnesota retained MOCA Services to provide an innovative data-driven project implementation plan that could achieve bipartisan support for the 500,000 SF Capitol and its grounds. Our team managed all aspects of the design and construction process for this building, including hosting a series of workshops, collaborating with tenants, stakeholders, and the general public. These workshops kick-started an end-to-end partnering solution for innovative collaboration.
Murray City Hall
Murray City initially retained the services of a development company to relocate its city hall and fire station. During the early process, the city realized that it needed an overall master plan for the area. Murray City selected MOCA Services as its Owner’s Representative to review the demographic data and growth projections with the intent to create a facility master plan for them, including the 120,000 SF, $25M City Hall complex and library, 600-car garage, and a 21,000 SF, $8M fire station. MOCA Services continuously works with the City Hall Committee to further develop the master plan.
Historic Fort Snelling Revitalization
The Minnesota Historical Society (MNHS) hired MOCA Services as its Owner’s Representative for the Historic Fort Snelling Revitalization project. MNHS set out to develop the area into a compelling destination that presents the area’s military and Native American history. This project required expertise in community engagement, landscape interpretive elements, and the management of bond and donor funds.
The Texas A&M University
The Technology Innovation and Modernization Catalyst (TIMC) brings together 10 different research departments into one space. MOCA Services helped stakeholders prioritize the elements that were most important to the project success during the programming phase. These elements were then delineated into guiding principles that became a governance framework for decision-making throughout the project life cycle.
U.S. Army Corp of Engineers (USACE) Walla Walla District
MOCA Services performs multiple simultaneous long-term and short-suspense tasks under this contract. This five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract provides cost engineering, schedule, and risk support to multiple continental United States (CONUS) and outside Continental United States (OCONUS) districts within the U.S. Army Corps of Engineers.
