MOCA Services brings deep expertise in delivering civic infrastructure that improves quality of life and supports essential government and community services. From city halls to recreation centers, our team ensures that every project is aligned with stakeholder priorities, built to last, and delivered on time and within budget.

We understand the critical importance of transparency, accountability, and coordination in public sector work. Our role is to help communities navigate complex planning and construction processes with confidence and clarity.

What We Deliver

Comprehensive leadership from concept through completion. MOCA Services manages scope, schedule, and budget while coordinating with architects, engineers, and contractors to keep civic projects moving forward efficiently.

Independent, data-driven cost modeling and validation ensure that project budgets are realistic, transparent, and defensible. This helps municipalities make informed financial decisions before committing resources.

Detailed scheduling and phasing strategies minimize disruption to community operations, allowing public facilities to remain functional and accessible throughout construction or renovation.

Acting as a trusted advocate for the owner, MOCA Services provides on-site oversight, quality assurance, and issue resolution to ensure that construction meets all performance, safety, and design standards.

Our team brings experience in managing public processes, facilitating open communication, and aligning diverse stakeholder interests including city councils, facility users, and community residents.

We oversee contract compliance, change management, and quality assurance to safeguard public investments and ensure projects meet the highest standards of workmanship and accountability.

Featured Projects

Following the devastation caused by Hurricane Michael in October 2018, MOCA Services provided detailed construction cost estimating services for the proposed reconstruction of the Mexico Beach Civic Center. The project involved the development of two parametric cost estimates for the replacement facility.

MOCA Services was retained as the Owner’s Representative for the Marmalade Branch Library, a two-story, 19,000 square foot public library with concrete footings, foundations and grade beams, load-bearing steel columns, and beams as the primary structural system. Exterior cladding includes zinc panels, ultra-high-performance concrete cladding, weathered steel panels, and a terra cotta baguette sunscreen.

Murray City initially retained the services of a development company to relocate its city hall and fire station. During the early process, the city realized that it needed an overall master plan for the area to place the city hall. Murray City selected MOCA Services as its Owner’s Representative to review the demographic data and growth projections with the intent to create a facility master plan for them, including the 120,000 square foot, $25M city hall complex with library, a 600+ car garage, and a 21,000 square foot fire station.
