Salt Lake County District Attorney’s Office Buildings

The Salt Lake County District Attorney’s Office project includes the design and construction of two secure, state-of-the-art office buildings serving both the northern and southern regions of the County. The downtown Salt Lake City facility totals 121,664 SF and includes a 101,000 SF structured parking garage with 283 stalls. It is located adjacent to the Matheson Courthouse and is part of a three-acre, mixed-use urban development. The second building—a 31,468 SF facility located in West Jordan—was constructed in a suburban setting and includes surface parking.

The MOCA Services team was engaged as the Program Manager and Owner’s Representative after an earlier approach to the project did not meet the County’s expectations. MOCA Services applied MSI’s Continuous Alignment™  process to clarify user requirements, establish a detailed project implementation plan, and ensure alignment across scope, budget, schedule, and delivery method. MOCA Services also led inclusive outreach efforts to engage HUB teams as part of this process.

The Continuous Alignment approach resulted in a project that exceeded Salt Lake County’s goals—delivering high-performance buildings on time and under budget. The $65 million program budget encompassed all facets of delivery, including design, construction, contingencies, FF&E, site consultants, inspections, MOCA fees, LEED certification, and land acquisition. In June 2018, the CMAR returned $600,000 in unused GMP contingency to the County, and the project ultimately delivered $2 million in unspent savings.

This project stands as a clear demonstration of MOCA Services’ ability to deliver complex government facilities through disciplined planning, stakeholder engagement, and expert project management.
