The City of Westminster engaged MOCA Services, in a subconsultant role, to perform comprehensive FCA services across 50 City facilities and 11 parks totaling approximately 702,000 square feet.

The MOCA Services team leveraged MOCAPlan®, its proprietary facility assessment platform, to conduct and manage the program-wide evaluation. The team utilized rapid mobile, in-building data collection technology to efficiently capture facility and equipment conditions while ensuring accuracy and consistency across the portfolio.

Working closely with the City’s stakeholders, MOCA Services delivered customized dashboards and portfolio-level reporting tools to support data-driven capital planning. The system was tailored to generate City-wide capital planning reports and long-range funding projections aligned with leadership priorities.

In addition to assessments, MOCA Services provided cost estimate reviews, cost model development, and software and assessment training to ensure the City could maintain and utilize the system effectively over time.

The result was a proactive, technology-enabled capital planning framework that strengthened data management, improved reporting transparency, and positioned the City for strategic long-range investment in its facilities.
